MISSOURI LICENSING ADVOCACY GROUP - MOLAG

Civic Outlaws and the Missouri Licensing Advocacy Group - MOLAG have begun a statewide initiative concerning electronic amusement, skill, redemption, and similar devices.

MOLAG is a statewide membership association and coalition of businesses affected by uncertainty in this area. It does not represent individual businesses and does not provide legal representation.

The initiative has three purposes:

• Encourage clear and lawful compliance standards.

• Improve communication between government and affected businesses.

• Determine whether local policies and enforcement actions are independently developed or are directed, coordinated, encouraged, controlled, or substantially influenced by the Missouri Attorney General’s Office, the Department of Public Safety, or the Division of Alcohol and Tobacco Control.

Litigation is pending in the Circuit Court of Cole County against the State of Missouri, the Attorney General, DPS, and ATC to determine related legal and regulatory issues.

This initiative is not an attempt to litigate the case through correspondence. It is an effort to identify existing county policies, understand how decisions are being made, and encourage communication before uncertainty becomes enforcement action or additional litigation.

Counties are invited to provide comments, policies, corrections, and information concerning their approach.
